The numbers

A speed limit that could not be driven

The posted limit was higher than the fastest speed at which the bend can safely be taken.

60kph

Posted limit — reduced from 80kph ten weeks before.

46kph

Maximum safe speed on the bend in the wet. It was raining heavily.

The bend has a radius of 33 metres. The safe cornering speeds for that radius are 54kph dry, 46kph wet, and 35kph for comfortable cornering. The limit the road displayed to a driver was one the road itself could not honour.
