What the minutes record under this member’s name
On 25 May 2026 the Cahir–Cashel Municipal District minutes record, following McGrath’s request for urgent rehabilitation of Rehill Bridge, the District Engineer reporting that tender documents were nearly complete and that temporary measures were being considered to reopen it (minutes, p. 6). The same minutes record the District Engineer’s report of 477 bridges in the district, applications for 14 and funding for three. Her three 2025 Kilmoyler funding questions (24 February, 26 May, 23 June) are minuted as climate and flood-funding questions; none names Killardry Bridge or its parapet (February, p. 4; May, p. 6; June, pp. 7–8).

- 4 March 2014 — Eirspan principal inspection TS-LP3101-001.00: parapet repointing and repair costed at €250 and €200, scheduled for 2017 (the 2014 inspection record).
- 20 June 2024 — maintenance inspection: overall “Warning”, parapets rated “Good” (what the Council knew).
- 21 January 2025 — engineering inspection TY-L3151-B-010: overall “Significant Damage”, downstream capping “partly removed”, “Is Signage Present? No.” (what the Council knew).
- 24 April 2025 — Bronagh English, 18, died at the bridge, 93 calendar days after that rating.
- 18 February 2026 — the Council’s FOI internal-review decision: “the repair works listed in the report have not been carried out to date” (the internal-review decision).
- 25 May 2026 — the District Engineer reports 477 bridges in the district, applications for 14, funding for three (minutes, p. 6).
The documents establish what was recorded and when. They do not establish which person received the 21 January 2025 inspection, what assessment followed, or that any member of the district received it.

- It does not establish that Máirín McGrath received or read the 21 January 2025 inspection, had an executive role in any repair decision, or caused any outcome.
The family’s position: Bronagh’s family believes the signing and guarding described in the Council’s own bridge guidance should have followed the January 2025 rating, and that the members who sit for the district should ask, on the record, why it did not. As Bronagh’s parents said: “One small cone and she’d be with us” (Tipperary Live, October 2025). That is presented as the family’s position, not as a finding about any member’s knowledge, motive, responsibility or causation.
